Congressman Timothy Bishop Comes To Dowling College Public Policy Institute And Discusses Future of "No Child Left Behind" Federal Legislation

OAKDALE, NY - "The future of Long Island's workforce rests with the children in our schools, and an important initiative in that process will be the upcoming Congressional action on the "No Child Left Behind" legislation," so observed Dowling College President Robert Gaffney in welcoming Congressman Timothy Bishop (D. Southampton) and Dr. Pat Johnson of Dowling College's School of Education to the Long Island Economic and Social Policy Institute at Dowling College (LIESP), to discuss this important initiative.

Martin Cantor, Director of LIESP, said that "at issue is whether the current law, which tracks student performance through standardized tests and imposes sanctions on poorly performing school districts has delivered on its promise." Dr. Johnson added, "have the results of "No Child Left Behind" met the expectations of increasing students' abilities and grades, or should the law be revised to deliver better-prepared students with the required skill sets that will enable them to compete in the global economy?"

That question is before Congress, and Representative Tim Bishop said that he is in, "a pivotal position in Congress to influence the new law and to evaluate whether President Bush was correct when he declared recently that his initiative is working and doesn't need revisions."

Mr. Cantor discussed, "if mental models have to be broken so children are not just taught to take the test, but are also empowered with the critical thinking skills so they know what those answers on the test papers mean."

Mr. Cantor concluded, "with the next generation of Long Island workers hanging in the balance, national education policy under "No Child Left Behind" is properly the focus of this LIESP Roundtable for Long Island's Future."
