Dowling College Debuts Integrated Emergency Management (IEM) Certificate Program
$300,000 Federal Grant Enables Valuable Training for Government Officials, Incident Managers as well as the Business Community and the Public
As a result of a $300,000 federal grant secured by Congressman Steve Israel (NY-02), Dowling College has developed a curriculum now offering a Certificate Course in Integrated Emergency Management (IEM) by The National Aviation Technology Center™ at Dowling College's School of Aviation.
Integrated Emergency Management (IEM) is an innovative, dynamic system designed to streamline operations and maximize effectiveness, thus optimizing efficiencies overall in disaster management. Specifically, Dowling is looking to create an environment through which similar and dissimilar entities can more effectively communicate and more cohesively collaborate to boldly ensure the timely and efficient handling of disasters, whenever and wherever they occur.
News of Dowling's Certificate Course in Integrated Emergency Management (IEM) was shared at a press conference held on June 19, 2006 at Dowling's Rudolph Campus in Oakdale, where federal and local officials came together to address "Long Island Hurricane Preparedness: Federal-Local Coordination before Catastrophe Strikes." The press conference was coordinated by the Office of Congressman Steve Israel (NY-02) to ensure accountability before a hurricane hits Long Island.
"The knowledge to be attained in this IEM course is essential for many people across Long Island, from fire chiefs to building superintendents and office managers," said Martin Holley, Dean of Dowling's School of Aviation. "Through this program we intend to significantly increase the situational awareness and response skills of participants by offering relevant, in-depth courses created by some of the nation's most notable Subject Matter Experts (SMEs), along with real-time exercise evaluations utilizing our Virtual Systems Laboratory™."
According to Jeff DeCarlo, Director of the National Aviation Technology Center, "We also intend to assist our students with advancing their personal career paths and credibility by not only offering Certification to those who complete the course, but by providing three credits towards Dowling College's proposed Master of Science degree in Integrated Emergency Management." The Master of Science in Integrated Emergency Management - Aerospace, Public Sector, and Infrastructure is in the proposal stage and requires Dowling College and New York State approval. A Fall 2007 offering date is desired, pending approval.
Dowling is also proposing to offer community residents a familiarization course to illustrate how emergency management is handled by the Incident Command community, while simultaneously providing those in attendance essential information that will aid them personally during a disaster event.
