Grant Proposal Submission Procedure



Processing of requests from college employees to seek external funding involves the following steps:
  1. Project Director (PD) or Principal Investigator (PI):
    1. The PD/PI for the project/sponsored activity is responsible for initiating the submission process. To facilitate the submission process the PI/PD will:
       
    2. Complete the Dowling College Internal Grant Processing Form. DC100 Form
       
    3. Submit the DC100 Form, along with completed copies of the project abstract and budget justification, to his/her Dean/Administrative Supervisor and
       
    4. The Director of Grants and Research Funding.
       
  2. Dean(s)/Administrative Supervisor(s):
    1. The Dean(s)/Administrative Supervisor(s) review the proposed project in the context of the mission and available personnel and material resources
       
    2. The Dean then forwards the DC100 Form to the Director of Grants and Research Funding with comments, if any.
       
  3. Director of Grants and Research Funding:
    1. The Director of Grants and Research Funding reviews and prepares administrative revisions to the proposal in consultation with the PD/PI.
       
    2. Proposals will be reviewed for compliance with the agency/sponsor guidelines, college, state and federal policies.
       
    3. Budget approval is sought from the Office of Business & Finance (CFO)
       
    4. After the initial review, the Director of Grants and Research Funding routes the proposal, as needed, to the Provost for final approval.
       
  4. Provost:
    1. The Provost reviews the proposal for consistency with the mission and availability and commitment of support services, including time and space.
       
    2. The Provost will consult with and inform the President/Deans as needed.
       
    3. Upon the Provost's approval and signature the DC100 Form is returned to the Director of Grants and Research Funding with the final decision.
       
  5. Director of Grants and Research Funding:
    1. The Provost's final decision will be communicated to the Grants Office and the signed proposal will then be returned to the Project Director/Principal Investigator.
       
    2. Director of Grants and Research Funding discusses any final changes of the proposal in consultation with the PI/PD.
       
    3. Final edits or reviews are completed and the proposal is prepared for final submission to the agency/sponsor.
       
No one is authorized to execute any agreement or contract except in accordance with these procedures. The initial submission of a grant proposal (step 1. above) should be made one month prior to the agency/sponsor deadline. Proposals submitted later than 15 days prior to deadline may compromise the College's ability to provide support.
