Grants Governance
All Dowling College Grant Office policies, procedures and functions have been created to reflect the requirements as described by OMB Circulars A-21, A-110 and A-133.
Please note, not all agencies and sponsors apply the same guidelines under OMB Circular A-21. For this, please turn to the agencies' Grant Policy manual. Below are listed the manuals to the Department of Education, National Science Foundation and the National Institute of Health.

OMB Circular A-21
This Circular establishes principles for determining costs applicable to grants, contracts, and other agreements with educational institutions. The principles deal with the subject of cost determination, and make no attempt to identify the circumstances or dictate the extent of agency and institutional participation in the financing of a particular project. The principles are designed to provide that the Federal Government bear its fair share of total costs, determined in accordance with generally accepted accounting principles, except where restricted or prohibited by law. Agencies are not expected to place additional restrictions on individual items of cost. Provision for profit or other increment above cost is outside the scope of this Circular.

This part establishes uniform administrative requirements for Federal grants and agreements awarded to institutions of higher education, hospitals, and other non-profit organizations.
National Science Foundation Grant Policy Manual
This Grant Policy Manual (GPM) is a compendium of basic NSF policies and procedures for use by the grantee community and NSF staff. Its coverage includes the NSF award process, from issuance and administration of an award through closeout. Guidance regarding other grant requirements or considerations that either are not universally applicable or which do not follow the award cycle is also provided.
National Institute of Health
Recipients of NIH grant funds must comply with all applicable Federal statutes (such as those included in appropriations acts) regulations, and policies. Additionally, they must also comply with their institutional requirements. The table summarizes the Federal administrative requirements, cost principles and audit requirements applicable to NIH grants.
