Dr. Thomas Kelly, Associate Professor
Dr. Thomas Kelly coordinates the educational administration internships and seminars for the educational administration students.. In 2005, Dr. Kelly volunteered to revise the Administrative Internship Handbook and Reporting Process to meet the new requirements and standards that the New York State Department of Education will institute as part of the license process for administrators effective September 2006. His most recent work in the use of Electronic Portfolio Assessments to evaluate educational leaders and interns has been an essential part of the competitive history of the Dowling College program. In 2005, he served as scholar/educational consultant to Longwood School District and to William Floyd School District where he presented many workshops on Character Education for faculty, staff and parents.

Dr. Elsa Sofia Morote, Full Professor
Dr. Morote guided the development of our New York State Department of Education filing for registration of our new certification program in Educational Technology Specialist. She spent a full semester researching the technology standards for an educational technology specialist and revised the syllabi for 12 courses in the advanced certificate for a School Technology Specialist so that all of the standards required by NCATE and New York State Department of Education would be addressed in the initial application.
She continues to conduct research and publish with colleagues at Massachusetts Institute of Technology and recently received word that her paper with David Pritchard will be published in the prestigious American Journal of Physics.

Dr. Tatum was reelected to Dowling Colleges Academic Standards Committee and will serve two years from 2005 to 2007. She has worked with the Long Island Urban League to conduct an evaluation of services that the urban league provides to children in high poverty school districts on Long Island. Dr. Robert Manley, Professor, Dean of the School of Education
Dr. Norman Smith, President of Dowling College, announced the appointment of Robert J. Manley, professor of education administration, as Dean of the School of Education effective September 2013. Professor Manley is the coauthor with Richard Hawkins of a book on school reform titled Designing School Systems for All Students: A Toolbox to Fix America’s Schools (Rowman and Littlefield 2009).
In January 2013, Corwin Press published their new book: Making the Common Core Standards Work: Using Professional Development to Build World Class Schools. The AASA Journal, School Administrator (August 2013) offered a very positive review of Making the Common Core Standards Work stating this book is a strongly researched and practical guide for principals and teachers to implement the common core standards.
Professor Manley graduated from Iona College with a BA in Spanish Language Arts and minors in Philosophy and Education. He completed his MA degree in the Humanities at Hofstra University and his Professional Diploma and Doctor of Philosophy degrees in Educational Administration at St. John’s University.
He taught Spanish language skills and served as an instructor in a New York State Model Humanities program at West Babylon High School. For 21 years, he served in a variety of administrative positions including Assistant Principal at Babylon Jr./Sr. High School, High School Principal in Plainedge School District, and Assistant Superintendent for Curriculum and Instruction and Deputy Superintendent in West Babylon. From 1990 to 2000, he was Superintendent of Schools in West Babylon, New York.
He served as President of the Board of Directors for the Suffolk County Library System and the Suffolk County Organization to Promote Education. Also, he is Professor of Educational Administration and Leadership in the Doctoral Program at Dowling College, New York. He presented peer-reviewed papers at the Sixth Annual Conference on Social Issues at Oxford University, England; the World Association for Case Research and Application in Manheim, Germany, and Lucerne, Switzerland; and the Eastern Educational Research Association in Hilton Head, South Carolina, and Clearwater, Florida and the International Business and Economy Conference (2008-2013).
In addition, he offered workshops on School Board Governance at the New York State School Boards Annual Convention and at the National School Boards Conference. On January 8, 2009, he presented “Systems That Work for Students in Higher Education” as Keynote Speaker for the International Symposium for Quality in Higher Education at Shri M.D., Shah Mahila College of Arts and Commerce, Mumbai, India. In January 2011, his paper: “Indian, Mexican and USA Management Students Interpret Moral Leadership for a Global Economy” was awarded Best Paper for Management at the International Business and Economy Conference at Universidad Panamericana, Guadalajara, Mexico.
In spring 2013, he served as editor and co-author of Leadership for a global economy: A pathway to sustainable freedom (North American Business Press). This book offers developmental guidance for moral leaders of social agencies, business and government in a global economy. In February 2014, the Journal of Business and Economics (v5, no. 2) published his most recent paper entitled: Ethical Issues and Multicultural Neutralization Attitudes among Professionals in a Graduate Leadership Program. This paper presents a comparison of USA and non-USA citizen attitudes towards the rationalizations that excuse unethical behavior.
