The Higher Education Opportunity Program (H.E.O.P.)
Who Is Eligible?

To be a recipient of this partnership there are four eligibility criteria that must be met.

  • Must be a resident of New York State
  • The applicant's total household income must not exceed the guidelines established by the New York State Board of Regents
  • The applicant cannot be admissible to the college or university of choice through general enrollment.
HEOP students are required to attend a college preparatory program during the summer prior to their freshman year. The preparatory program consists of coursework in writing, mathematics and study skills.

Students who want to transfer into the Dowling H.E.O.P. must have been in a New York State Education Department-approved Opportunity Program at the college from which they are transferring.
